Eurasion Watermilfoil Grant Awarded

 NCShorelines owners may now apply for help with Bottom Barrier Matts installation by contacting Avista office in Noxon at 847-1285.   The barrier matts are used to discourage growth of EWMF in high traffic boating areas such as launch and dock areas.  EARLY RESPONSE IS IMPORTANT TO GET AHEAD OF THE EWMF GROWTH CYCLE. Fill out your application and return it to Avista as soon as possible.

BIO: A native of Columbus, MT, Jim served 3 years in the US Army  as an infantry soldier in the European Theater during World War II.   Jim is a Montana State University graduate who applied his education as a teacher of Science and Industrial Arts and as Purchasing Director for Missoula Public Schools.

Jim and his wife Ruth along with others on the North Shore started the Noxon Cabinet Shoreline Coalition in 1994 and served as its President through the Avista-Clark Fork Hydro-relicensing Project.

Currently, Jim serves on the Terrestrial Recreation Technical Advisory Committee (TRTAC) for NCShorelines and Avista.
On NCSC: "As growth occurs near the reservoirs I am more and more concerned about our water quality.  I think we need regular testing and reporting of what we are receiving from up-stream and the affects local subdivisions will have on these waters.  Erosion and aquatic weeds are part of the water quality.  I think some of the money allotted to the fish studies should be used for regular reporting on these factors as it relates to human health, recreation and fishing."

BIO: John and his family have been Noxon area landowners since the early 1960's.  As a Univeristy of Montana graduate, John has been a successful busniess owner (Roemers Tire Factory) since 1986 as well as holding the position of Managing Director of Northwest Tire Factor in Portland, OR.

John also serves his community through duties (past and present) as a board member to the Missoula Downtown Association, the Montana Retail Association and the Montana Tire Dealers Association.

Along with Jim Marshall, John has played a key role in the Web Site steering committee.
On NCSC: "NCSC has done a good job of representing the shoreowner's interests.  And like many small non-profit orgainzations the few end up doing a large piece of the membership work.  As I see it, the biggest challenge for NCSC is getting the collective and accumulate knowledge of the NCSC leadership in the hands of our membership.  That, and having the ability to communicate rapidly and inexpensively with the members when necessary.  I see NCSC playing a big role as a resource to our membership for the information they need to make decisions regarding their shoreline interests.  Tools like a web site and the ability to manage a dynamic member database will help NCSC greatly in this regard"

BIO: Along with her husband (Stan) and children (Zach & Sierra), Jamie is a long-time resident of the Noxon area.   As building contractors, the Hamm's have been an integral part of the area growth and development and are now intimately involved with the NCShorelines mission and activities. 

Jamie currently serves as the Secretary of the coalition and represents the group as a Management Committe representative for all matters.
On NCSC: "As a coalition, we need to be aware of many things.  The general health of the water is of great concern to us.  We must monitor the elements; do as much as we can to prevent pollutants from invading our stretch of the Clark Fork.  With the Mill Town Dam deconstruction, and the Rock Creek Mine Construction, there are a lot of issues pending which will affect the water.  We have been in search of answers to resolve some issues concerning weeds and erosion.  These are not simple issues but issues that require study and problem solving.  We need to be aware of studies and proposals concerrning the degradation possibilities.  We also need to be informed of new subdivisions and the planning of recreation sites.  With a good communication system and interested people, we can keep a watchful eye on our beautiful stretch of the River.  As a representative for you, I will continue to do my part."

BIO: A retired School Administrator from 35 years in the education field, Jackie now enjoys her time at her Vermilion Point area home and serving on the NCShorelines board.
On NCSC: "As I see it, there are a handful of Key Issues for the NCSC board in the near future.  Among these:  Population Growth along the reservoir; Avista's procedures and regulations as they releate to adjacent home owners; and water quality / weed control."

BIO: Jim is a retired professional from the Automotive Repair and Building Services industry.   Jim also served the local community as a youth councelor and as a member of the Trout Creek Rural Fire District.  Now a 20 year resident of the North Shore, Jim serves as an Associate Supervisor at Green Mountain Conservation District.
On NCSC: "Key issues for the Coalition include Dock Management, Subdivision Growth, Water Quality and Wildlife Conservation."

BIO: A native Montanan, Bob started out as a hydromaintenance electrician on the dams at Great Falls. He has provided veterinary services to Sanders County for the last 31 years starting as a mixed practioner and then specializing in small animals. His greatest joy is his family and he loves sharing time with them on their waterfront property near Trout Creek.
On NCSC: "The role of the NCSC is to provide a forum to gather information and disseminate it to shoreline landowners. It provides a collective voice for concerns regarding the river and our relationship with Avista."

BIO: Retired Missoula Fire Department and Montana Air Force National Guard,  Bob and his wife Doris are 20 year residents of the Trout Creek area.  Bob and Doris have three children and one grandchild.
On NCSC: "As a representative of the Coalition on the Water Resource Technical Advisory Committee, my focus is on all water activity including docks, weeds, water quality, erosion and fish."

BIO: Bob is co-owner of Johnson Brothers Contracting, doing construction, logging, wood grinding, wood recycling, manufacturing of wood pellets, and landscape material. Bob was a board member and participated in the inception of the NCSC in 1994.
Bob and his wife Sandy were born and raised in western Montana and have been property owners in Trout Creek since 1989.
On NCSC: "As a coalition I share the same concerns as the other Board Members. The integrity of the water and shoreline is important and how Avista’s regulations affect the adjacent property owners."

BIO: Native Montanan, born in Butte.  Karen has been a resident of Missoula since 1965 and attended the Univesity of Montana.  Currently, she is employed by Missoula County Public Schools as the Attendance Clerk at Big Sky High School.   Formerly, Karen served Mountain Bell, Montana Power and Touch America.  Karen is an avid volunteer to many community groups such as Girl Scouts, Camp Fire, PTA and School Booster Clubs.   As a mother of 4 daughters and the wife of an Electrical Contractor, Karen now enjoys her 3 grandchildren, boating and fishing and her second home on the Noxon reservior at Vermilion Point.
On NCSC: "I am very interested in issues involving the reservoirs and fisheries and welcome the opportunity to serve as a board member."

BIO: Brian moved to northwest Montana from central Idaho in 1999. He has a degree in Biology with a focus on natural resource and recreation management. Brian has also attended the Pacific Northwest Park and Recreation Resource Management School. He volunteers many hours each year to assist with recreation development.
Brian’s position as the recreation land use specialist requires him to manage land use and recreation activities so they fit within the Clark Fork Settlement Agreement and license to operate the Clark Fork Hydro Project issued by the Federal Energy Regulatory Commission. To this end, Brian sits on the Land Use Subgroup, which reviews Property Use Permit applications submitted by adjacent landowners. Brian is also responsible for many of the public recreation sites along the reservoirs.
On NCSC: The NCSC are important partners in the implementation of the Clark Fork Settlement Agreement. Issues important to Brian include the water quality of the reservoirs and maintaining the “rural and rustic” character of the corridor. Another important issue is continuing to permit adjacent landowner docks and recreation facilities while protecting wildlife, fisheries and other resources. Brian promotes shared use docks for adjacent landowners. This type of dock allows greater access with less of an impact to the shoreline.

BIO: Joe has a bachelor degree in Wildlife Biology, Aquatic Option from UM and a Masters degree in Fish and Wildlife Management from MSU. He is also a recognized Fisheries Professional in the American Fisheries Society. Joe has 30 years of experience in western Montana with inland salmonid research, management and mitigation associated with large hydropower projects. He began work with Avista in 1999.
Joe’s position as the Clark Fork Aquatic Program Leader requires him to manage fisheries, water quality and bull trout enforcement efforts, within an interagency setting, so they fit within the Clark Fork Settlement Agreement and license to the Clark Fork Hydro Project issued by the Federal Energy Regulatory Commission. To this end, Joe sits on many technical advisory and interagency committees dealing with aquatic resource issues throughout our project area.
